* src/insets/InsetExternal.cpp (validate):
- bug fix: if no specific PDFLaTeX out format is defined, we have to use
  the LaTeX requirement tag in pdflatex output

* lib/external_templates:
- remove unneeded PDFLaTeX format specification.
